Bascom and Effie Dean Rogan Giles, both from central Texas pioneer families, lived in Austin, Texas where Bascom worked at the General Land Office for thirty-six years, serving as Commissioner for seventeen of those years. The five scrapbooks that make up the collection highlight the lives of Bascom and Effie Dean Giles, including their wedding, birth of their children, the move to a new family farm, Bascom's career in the Texas General Land Office as well as family history.

James Bascom Giles (known as Bascom Giles) was born September 21, 1900, on a farm near Manor, Travis County, Texas. He was the great-grandson of Samuel Bolivar Giles, who settled in Travis County in the mid-1800s. His parents were Banton White Giles and Leora Norwood and Bascom was one of seven children born to the couple.
